Submission Guidelines
 
 
 
 
 Taiwan International Children’s Film Festival (TICFF) was founded by Public Television Service (PTS) in 2004. It is the first film and television festival in Asia dedicated entirely to children. TICFF is held biennially, with its 7th edition scheduled for April 2016 in Taipei. In its mission to encourage quality children’s programming and to engage young local viewers with valuable access to the media, TICFF screens multicultural productions from around the globe and presents cash prizes to the Festival’s winning submissions. We welcome all types of creative, fun and interesting dramas, documentaries, animations and television programs.



A. ENTRY
1. All entries must be suitable for children under 12.
2. Participating productions must be completed between August 1, 2013 and October 31, 2015 (submission deadline).
  PRODUCTIONS NOT COMPLETED BY THE SUBMISSION DEADLINE WILL NOT BE ACCEPTED.
3. The length of Dramatic Shorts should be between 10-30 minutes. Dramatic Features are between 31-95 minutes. Documentaries and Television Programs must be between 10-95 minutes, while Animations must be between 1-95 minutes.
※ If the production is series, please select only ONE episode from the production.
4. One entry form is required for each submission.
5. The entry for submissions will be open from July 1, 2015, and all submission materials must arrive no later than the deadline, October 31, 2015. Three forms of submission are available: (1) FilmFreeway platform (Highly Recommended); (2) Our online registration system, which will close at 00:00 a.m. on November 1, 2015 (midnight October 31, 2015); (3) Paper entry (only if the two forms above are not applicable) — entries must arrive postmarked by the above deadline.
6. No entry fee is required.
7. Notes for Screeners: Productions in English or Chinese Mandarin do NOT require an English or Chinese subtitled screener. However, productions in all other languages MUST provide a screener with English subtitles. In order to ensure film quality for judging, avoid time codes, watermarks, or anything else that may affect the viewing quality.
8. Taiwan International Children’s Film Festival is granted the right to screen the nominated productions (1-3 times during the festival) free of charge and use photo stills, trailer and video excerpts of this film/episode for publicity and promotional use (limited to 10% and up to 3 minutes), across all media platforms.



B. ENTRY FORMS

1. FilmFreeway Entry (Most convenient and highly recommended) –
Complete the registration procedure for your film/episode on the platform, and send your work to https://filmfreeway.com/festival/TICFF to finalize the submission.
2. Online Registration Entry –
I. Please complete the online registration procedure on http://www.ticff.org.tw . After completing the online registration, you will receive a confirmation e-mail sent by our registration system. In the e-mail, you can find your registration number (one registration number for each entry), and please follow the instructions to complete your submission. (Participants who select “Upload via WeTransfer” for the “Screener” section on the entry form need to follow the instructions in the confirmation e-mail and upload screener video files via WeTransfer. You can also refer to the “Uploading Instructions and Procedures” below. The submission is complete only after you receive an upload confirmation e-mail sent by WeTransfer.)
II. Uploading Instructions and Procedures
(1) Confirm Screener Specifications:
a. File Format: .mov / .mp4 / .m4v, stereo audio
b. Encoding: h.264
c. Frame Size: SD - 640x480 or 720x480 and HD - 1920x1080 or 1280x720
In order to ensure film quality for judging, avoid time codes, watermarks, or anything else that may affect the viewing quality.
d. Aspect Ratio: Standard HD or SD -16:9 / 14:9 / 4:3
e. File Size: A video file must not exceed 2G and DO NOT segment the file.
If a video file exceeds 2G, it may not be uploaded successfully, or you have to upload it with extra payment.
f. Productions in English or Chinese Mandarin do NOT require an English or Chinese subtitled screener. However, productions in all other languages MUST provide a screener with English subtitles.
(2) File Name: Please name the file with your “Registration Number” and the “Name of the Film/Episode,” with a “_” in between. For example, “12345678_Friends or Foes.”
(3) Begin to Upload: We receive files via WeTransfer. Please link to https://ticff.wetransfer.com/ and upload your file to ticff2016@gmail.com . After the upload completes, you will receive a confirmation e-mail sent by WeTransfer.

3. Paper Entry (Only when the above two forms are not applicable) –
Upon completion of the downloaded Entry Form, print out and sign the Participation Agreement. The Entry Form, Participation Agreement and DVD Screener (1 copy) should be sent by registered mail to the Festival Office, postmarked no later than October 31, 2015.

DVD SCREENER (Paper Entry Use Only)
NTSC All-zone. Productions in English or Chinese Mandarin do NOT require an English or Chinese subtitled screener. However, productions in all other languages MUST provide a screener with English subtitles. Finalists will be screened with bilingual subtitles – English/Chinese. Screeners are NON-RETURNABLE and will be archived in the TICFF/PTS library for non-circulating research purposes.



C. CATEGORIES & PRIZES

1. Best Dramatic Short
2. Best Dramatic Feature
3. Best Animation
4. Best Television Program
5. Special Jury Award
6. Taiwan Award
7. Audience Award

 A cash prize of US$4,000 and a trophy will be awarded to each winner in categories 1 to 6 above. Winners in category 7 will receive a trophy. In the event of a tie, the cash prize will be divided equally between the two winners (this does not apply to “Taiwan Award”).

Taiwan Award: This category is designed to showcase and reward the finest works by local filmmakers or production companies for children in Taiwan. There are no other restrictions, and any locally-produced submission from categories 1 through 4 above is eligible for the competition.
This year, documentary films belong to “Non-Competition” section. There will be no competition events or prizes for documentary films. Yet, we still encourage you to share your excellent works with us.



D. ANNOUNCEMENT OF FINALISTS & WINNERS
The list of finalists will be announced on December 28, 2015, and displayed on TICFF’s official festival website (www.ticff.org.tw). Winners will be announced also on the official website on the last day of the festival.



E. JUDGING PROCESS
Stage 1 – Preliminary Selections
 The panel of judges, which is comprised of professionals from the world of film, television and education, will select up to five finalist productions for each award category to be screened during the festival.

Stage 2 – Final Selections
 For final selections, the original panel of judges from the preliminary selections will be joined by a further two international judges. During the festival in April 2016, the panel will convene a meeting to decide the award winners. If nominated productions fail to reach the final selection evaluation criteria, the organizer reserves the right to retain the award. To ensure that all aspects of TICFF are in keeping with the Festival’s stated purpose of “focusing on children and exposing them to international perspectives in order to stimulate their ability to think,” all materials used in the Festival must be appropriate for viewing by children 12 years old or under.

Productions will be judged based on the following criteria:
1. Relevance to children. Eff
2. ectiveness in developing children’s perspectives and global outlook.
3. Creativity of content and techniques.
4. Production skills and aesthetics.



F. NOMINATED FILMS AND EPISODES
1. Festival screening formats include HDCam, BluRay, DigiBeta – If you are using any other format than mentioned please contact the Festival Office.
2. For works that are nominated by the committee, a screening copy of the production in one of the above formats should be mailed to the Festival Office postmarked no later than January 15, 2016 (Friday). Please do not send original masters. At the same time, the materials listed below should also be emailed or mailed (on a disc) for use during the Festival.
(1) Full dialogue list in Chinese or English language.
This is not required for works which do not contain dialogue or narration.
(2) Full credit list in Chinese or English
(3) Synopsis in Chinese or English (max. 250 words)
(4) 3 different production stills- High quality, from 300dpi to 500 dpi (jpg or tif).
(5) 1 director/producer photo- High quality, from 300dpi to 500 dpi (jpg or tif).
(6) Signed Participation Agreement in pdf or image file. (The file of Participation
Agreement will be sent along with Notification of Nomination via-e-mail).
For nominated works, a screening copy (no dubbing) with Chinese or English subtitles must be provided for showing during the Festival. In addition, a copy of the dialogue or narration (where applicable) in Chinese or English language must be provided for the purposes of translation and subtitling into Chinese.
3. Participants must bear incoming shipping costs to the Festival. TICFF will cover the expense of return shipments.
4. Screening copies will be returned within a month following the festival. Exceptions will be made under special requests.



G. POST-FESTIVAL SCREENINGS
 Nominated productions may be included in TICFF screening tours following the festival, and up until October 31, 2016 as an outreach to disadvantaged ethnic and social groups who lack the means of traveling to Taipei for the event. These screenings will be made free to the public, with no revenues collected by TICFF or by its organizer, Public Television Service. The copyright owner of the nominated production should agree upon the charity screenings mentioned above, and sign the Participation Agreement.
