Q: Is there any restriction on who can enter the festival? Is there any entry fee?
A: Anyone is welcome – male or female, young or old, student or professional – as long as you are interested in the festival. NO entry fee is required.

Q: Is there a limit on the length of production that can be submitted to the festival?
A: The length of dramas, documentaries and television programs must be no less than 10 minutes, but not exceed 95 minutes; animations must be no less than 1 minute, but not exceed 95 minutes as well.

Q: Can a director submit more than one production to the festival?
A: Yes. There is no limit on the number of productions one person can submit. Just make sure that each work is submitted separately and all information is complete and accurate.

Q: Can I submit a film that has been shown in another film festival or has been screened publicly?
A: Yes, as long as the film is completed between August 1, 2013 and October 31, 2015.

Q: If I want to participate in the category of “Best Television Program,” how many episodes should I submit to the festival?
A: One episode is enough. If the show is a TV series, you can submit any ONE episode from the series.

Q: Can you help me out if there is a problem with copyrights to the music used in my production?
A: If you use clips or music or other creative materials that are copyrighted in your production, you must obtain permission from the copyright holder before you can show the production in the festival. We recommend that in discussions about the use of copyrighted materials, you inform the other party that the production is not for commercial purposes and that you wish to obtain authorization. Though a letter of copyright authorization is not required with your submission, TICFF takes no responsibility for copyright infringements.

Q: What qualifications are there for the category of the “Taiwan Award”?
A: The “Taiwan Award” is intended to encourage film and TV program makers in Taiwan to produce more and better works for children. Candidates may be chosen from categories of Best Dramatic Feature or Short, Best Animation, and Best Television Program. The only restriction is that the production must have been made by an individual, school, group or company from Taiwan.

Q: Is there no competition for documentary category this year?
A: This year, TICFF will showcase documentaries in “Non-Competition” section; there will be no competition events or prizes for documentaries. Yet, we still encourage you to share your great documentary works with us.

Q: Can film distributors from Taiwan participate in the International Competition?
A: The festival welcomes the participation of independent producers, directors, television stations, film studios and distributors from every corner of the globe. And that of course includes Taiwan. If you are a distributor that represents filmmakers from overseas, you are also most welcome to take part in the festival.

Q: What kind of subtitling is required for the screener submitted to the festival?
A: Productions in English or Chinese Mandarin do NOT require an English or Chinese subtitled screener. However, productions in all other languages MUST provide a screener with English subtitles. Finalists will be screened with bilingual subtitles – English/Chinese during the festival.

Q: If I cannot complete all the documentation and materials before the submission deadline, can I register on site at the festival?
A: The entry for submission will be open from July 1, 2015 , and all submission materials must arrive no later than the deadline, October 31, 2015. We strongly recommend you to submit via FilmFreeway, which is the easiest form of entry. Participants who choose to submit via our online registration system please note: the system will promptly close at 0:00 a.m. on November 1, 2015 (midnight, October 31, 2015). And after the online registration, please don’t forget to upload your screener via WeTransfer to finalize your submission. As for paper entry, materials must arrive postmarked by the above deadline. We are sorry that we cannot accept any submissions with a postmark later than the deadline.

Q: Why does the online registration system have file size restrictions for screeners? Will this affect the judges' viewing quality and assessment? With paper entry and DVD screeners still being accepted, won’t there be issues of fairness?

A: For participants who choose online registration entry, TICFF will receive your screener files via WeTransfer, and a video file must not exceed 2G in order to be uploaded successfully via WeTransfer. If a video file exceeds 2G, it may not be uploaded, or you have to upload it with extra payment. Normally, the specified file size is already sufficient to ensure viewing quality for the judging process. In addition, our decision to continue accepting paper entries is to protect the rights of would-be participants that lack Internet resources. On receipt of DVD screeners from paper entries , the Festival Office will comply with the same file size restrictions to render all DVDs into video file format before passing the submissions onto the panel of judges.

Q: My attempt to upload the screener via WeTransfer has failed several times and I am experiencing very lengthy uploading time. What should I do?
A: First please ensure the screener video format complies with our uploading restrictions and requirements; files over 2G cannot be uploaded successfully, or you have to upload it with extra payment.. Besides, your uploading time will depend on the speed and quality of the network connection you are using. Before you begin uploading, please confirm the quality of your network connection. Should you encounter any upload or technical problems regarding our online registration system, please contact us at either of the two e-mail addresses below: ticff2016@gmail.com or ticff@mail.pts.org.tw .

Q: What should I do if I lose Internet connection while completing the online registration or if I am unable to connect with the online registration system?
A: If you are still experiencing problems after confirming the stability of your Internet connection, please contact us immediately at: ticff2016@gmail.com or ticff@mail.pts.org.tw .
