Q: Is there any restriction on who can enter the festival? Is there an entry fee?
A: Anyone is welcome – male or female, young or old, student or professional – as long as you are interested in the festival. There is NO entry fee.

Q: Is there a limit of the length of production that can be entered?
A: The length of dramas, documentaries and television programs must be not less than 10 minutes, but not exceed 95 minutes; animations must be not less than 1 minute.

Q: Can a director enter more than one production in the festival?
A: Yes. There is no limit on the number of films one person can enter. Just be sure that each work is entered separately and all information is complete and accurate.

Q: Can I enter a film that has been shown in another film festival or has been screened publicly?
A: Yes, as long as the film was completed after August 2011.

Q: How many episodes under the category of “Best Television Program” need to be entered in the festival?
A: One episode is enough. If the show is a TV series, you can enter any episode from the series.

Q: Can you help me out if there is a problem with copyrights to the music used in a production?
A: If you use clips or music or other creative materials that are copyrighted, you must obtain permission from the copyright holder before you can show a production in the festival. We recommend that in discussions about the use of copyrighted materials you inform the other party that the production is not for commercial purposes and that you wish to obtain authorization. Though a letter of copyright authorization is not required with your submission, the Festival takes no responsibility for copyright infringements.

Q: What qualifications are there for the category of the “Taiwan Award”?
A: The “Taiwan Award” is intended to encourage film and TV program makers in Taiwan to produce more and better works for children. Candidates may be chosen from categories of Best Dramatic Feature or Short, Best Animation, Best Documentary and Best Television Program. The only restriction is that the production must have been made by an individual, school, group or company from Taiwan.

Q: Can film distributors from Taiwan participate in the International category?
A: The festival welcomes the participation of independent producers, directors, television stations, film studios and distributors from every corner of the globe. And that of course includes Taiwan. If you are a distributor that represents filmmakers from overseas, you are also most welcome to take part in the festival.

Q: What kind of subtitling is needed for the screener submitted to the festival?
A: Productions in English or Chinese Mandarin do NOT require an English or Chinese subtitled screener. However, productions in all other languages MUST provide a screener with English subtitles. Finalists will be screened with bilingual subtitles – English/Chinese.

Q: If I cannot complete all the documentation and materials before the deadline, can I register on site at the festival?
A: All submission materials must arrive no later than the deadline, October 31, 2013; our online entry system will promptly close at 0:00 a.m. on November 1, 2013 (midnight, October 31, 2013). Paper entry forms must arrive postmarked by the above deadline. We regret that we cannot accept any submissions with a postmark later than the deadline. We strongly recommend using the "online registration system".

Q: Why does the Film Festival Submission Platform have file size restrictions for screeners? Will this affect the judges viewing quality and assessment? With paper registration and DVD screeners still being accepted, won’t there be issues of fairness?
A: To reduce uploading time and avoid the risk of upload failure due to overly large files, screener file sizes must comply with the given video file format restrictions and stipulations; the file sizes specified ensure viewing quality for the judging process. Our decision to continue accepting paper registration is to protect the rights of would-be participants that lack network resources. On receipt of DVD screeners from paper entry submissions, the Festival Office complies with the same file size restrictions and requirements to render all DVDs into video file format before passing the submission onto the panel of judges.

Q: My attempt to upload the screener has failed several times and I am experiencing very lengthy uploading time. What should I do?
A: First ensure the screener video format complies with uploading restrictions and requirements; overly large files will increase the risk of upload failure. The Film Festival Submission Platform has implemented advanced server and domain isolation, but your uploading time will depend on the speed and quality of the network connection you are using. Before you begin uploading please confirm the quality of your network connection. (For Your Reference: For network connections with a normal transmission speed of 3Mpbs, a 3GB file will take about 15 min, and a 5GB file less than 30 min to upload.)
