2023年，全球逐漸走出疫情，烏俄戰事持續。全球局勢瞬息萬變，典範正在轉移。全球面對共同挑戰：疫病、氣候變遷、資訊落差、假新聞、社會不平等擴張、極化言論擠壓理性論辯空間、網路演算法影響資訊多樣性、科技與網路的誤用濫用……民主社會伏藏危機。

科技持續翻新人們經驗：串流影音成為日常；各類全媒體創新應用持續開發，即時參與、沉浸式體驗推陳出新；元宇宙融合虛擬及實體世界，啟發文明新概念；人工智慧發展，衝擊既有工作型態及媒體組織，並且挑戰人性，如何應用並創造價值，重中之重議題。

對公共媒體的種種直接挑戰，也激勵公共媒體持續轉型。科技創新應用於公共媒體營運日常，促使公共媒體與當代更相關、更貼近國民、更具創新內容與服務價值，讓公共服務媒體更有助於社會民主、公平、正義、永續與韌性。

2023 年，公共電視邀請全球公共媒體決策者齊聚台北。我們邀請全球公共媒體領袖與台灣觀眾分享她他們眼中社會與世界圖像，如何領導公共媒體，如何回應社會，以何種營運策略在全球媒體潮流及當地媒體地景運籌帷幄，以公共媒體之名，掙得版圖，持續組織轉型創新，服務全民。

As the world emerges from the pandemic in 2023, the war between Russia and Ukraine continues. The global situation is changing rapidly, and the paradigm is shifting. The world faces common challenges: pandemics, climate change, information gaps, fake news, widening social inequalities, polarized speech, filter bubble with network algorithms, misuse of technology and network, and so on.

Technology continues to revolutionize. Streaming service has been part of daily life. Various innovative applications of all media are being developed. With new experiences of real-time togetherness and immersion, the metaverse fuses the virtual and physical worlds, inspiring new concepts of civilization. The development of artificial intelligence has impacted on existing work styles and media, challenging humans. Creating value through its application is the most important issue nowadays.

The direct challenge to public media also stimulates continuous transformation. The application of technological innovation to the daily operation of public media makes it more relevant to the present, the people, innovative content and service values, and makes public media more conducive to social democracy, fairness, justice, sustainability and resilience.

PTS invites public media decision makers around the world to gather in Taipei in 2023. We invite these leaders to share with the Taiwanese audience how they see society and the global community, how they lead public media, how they respond to society, and what operational strategies they use to navigate global media trends and local media landscapes, and to continue to transform and innovate their organizations to serve all people.
