蔡志宏教授於1983年畢業於國立台灣大學電機工程學系,1986、1988 年分別獲加州大學洛杉磯分校 (UCLA) 電機工程碩士及博士。現任教於國立台灣大學電機工程學系,電信工程學研究所及工業工程學研究所。1988至1990任職AT&T Bell實驗室,研究網路管理架構。

1990回國任教後曾主持多項 ATM 網路實驗及高速網路研究計劃。近十年來積極參與我國電信自由化及電信法規制定。2000年曾擔任電信總局3G業務規劃小組副召集人,並多年參加交通部電信顧問小組 (Telecomm. Advisory Board) 會議,也曾任消費者文教基金會電信委員會召集人。1998-2004年間兼任國科會電信國家型計劃寬頻網際網路分組組長/召集人,並參與國家實驗網路之規劃。2004 -2006年間則兼任行政院科技顧問組副執行秘書,2006-2008年則獲聘為行政院科技顧問組顧問。   

蔡志宏教授目前兼任中華電信獨立董事,並擔任國科會網路通訊國家型計畫副執行長兼法規環境研究組召集人。其主要研究領域包含寬頻網路、網路效能分析與網路規劃,也開始從事頻譜規劃、頻譜共享等電信政策與法規議題之研究。

Mr. Hao Chen has been a veteran media professional for thirty years. He started as a newspaper journalist with the China Times Group, the leading media in Taiwan, back in 1980, covering international affairs of Africa(1986), South Korea (1987), Jerusalem (2002), as well as domestic politics.

He is an expert on the cross-strait issues. He adventured in 1990 a three-month journalistic expedition deep into China, from Lian Yun Harbor westbound throughout the whole mainland. Mr. Chen later move on to television journalism. He has been awarded the Fellowship at the Institute of International Development, Harvard University in 1989, and the Fellowship of the Brookings Institute in 2002.

Mr. Chen has been the senior executive manager, program producer, and book show host, with CTI, TVBS, CTV, and Eastern Broadcasting.

英國數位媒體藍圖:現況分析與發展契機

Dr Aleks Krotoski is a researcher and journalist who writes about and studies technology and interactivity. Her academic work focusses on the makeup of online relationships, the social implications of the Web, the influence of online interactions, and how information spreads around online and offline social networks.

She writes for The Guardian and Observer newspapers, and hosts Tech Weekly, their technology podcast. Her writing also appears on BBC Technology, Nature, New Statesman, MIT Technology Review and The Telegraph. She recently completed the Emmy and Bafta-winning BBC 2 series Virtual Revolution about the economic, political, interpersonal and psychological implications of the Internet. She has consulted for several digital media and telecoms companies, providing business analytic support and strategy development.

She is currently the New Media Sector Champion with UKTI, the governmental body that promotes UK companies overseas, and is Researcher in Residence at the British Library, examining the future of digital technologies in research contexts.

Colin joined S&T in early 2006 and is responsible for sales and business development of S&T’s products and services for digital interactive TV including playout systems, receiver middleware and applications.

Colin spent his early career in software development and electronics design with Thorn Lighting’s Theatre Lighting Division, working on TV Studio projects for the BBC and other broadcasters. He then moved to Aregon International and later Bishopsgate Systems in engineering management roles in the financial trading room and broadcast data systems markets. He joined VG Broadcast in 1992 as Technical Director, leading the development and market launch of the first PC-based teletext and subtitling systems.

In 1995 he moved to Eyretel Limited as Operations Director, working in the voice recording and call-centre sector in both the UK and the USA, before joining SysMedia in early 2000. As Commercial Director at SysMedia he was responsible for their digital interactive TV, teletext and test/measurement business units.

Colin is a Chartered Engineer and holds a Bachelor of Engineering Honours degree in Electrical and Electronic Engineering from the University of Bradford. He is a member of the Institute of Engineering and Technology.
Mr. Kamata Shunsuke

Mr. Shunsuke Kamata entered MIC in 2002, has experienced most of the telecommunications affairs in MIC, in spite of only 8 years.

First, he certified the license of the land mobile phones to telecommunications careers etc. and helped to extend the mobile communications area in Japan. 2003, He went to Fukuoka prefecture, and experienced the municipal system (tax, subsidies) as a municipal employee. From 2004 to 2005, when there was much argument about the postal privatization in Japan, he constructed a part of the postal savings system under private management. In 2005, in order to check out if the telecommunications fields (Internet, Fixed phone, Mobile phone, etc.) are competitive, he reviewed it by many measures (the market share, HHI, etc.). 2006, around the world, there has been a tidal stream of the telecommunications and broadcasting convergence, he served as a foundation for the convergence in Japan by arranging the meeting in MIC.  

From 2008, he has worked the terrestrial broadcasting digitalization. Especially, he updated the concerned law, “Radio law”. Now, He manages the organization “Digisuppo” to support all TV viewers in Japan.  

His main job is the smooth transition from Analog to Digital by the 24th July of 2011 in Japan. Now he dedicates himself to the smooth digitalization of Japan in the next year. He hopes much more Taiwanese to recognize the TV digitalization of Japan.
Mr. Francis Hericourt

Francis Hericourt started in TV business in 73 as engineer at the former ORTF, then SFP (major production facility house in France at this period of time) and TF1 (the first national French channel) where he was appointed as technical director. In 85 he joined Thomson group and became Chairman and CEO of Thomson Broadcast. In 1996 he joined France 2 (the main public French channel) as technical and development director until 2006 when he became advisor to the CEO for new media and international affairs. From 2006 to 2009 he was in charge of different files, among which the switch of France 2 to High Definition. Since 2009 he has been appointed Director in charge of Broadcasting and distribution of France television (Company which includes now all the French national public channels: France 2, France 3, France 4, France 5 and France Overseas). One of the main issues he is dealing with is the switch over from analog to digital broadcasting.
